Scottsdale refuses a concrete flood channel and builds a park instead

In 1961 the Army Corps of Engineers proposed running a seven-mile concrete ditch, 23 feet deep and 170 feet wide, down the Indian Bend Wash to the Salt River. Residents fought it, and the city instead built a chain of grass parks, golf courses and paths designed to flood on purpose when the wash runs. The greenbelt now stretches roughly eleven miles and is cited nationally as the alternative to lining a desert wash with concrete.
