Sacramento jacks up its whole downtown

Rather than move after the flood, Sacramento jacked its buildings up on screw jacks and filled the streets underneath, raising the whole business district by as much as twelve feet, one block at a time, while the shops stayed open. The old ground floors are still down there as basements.
That was 1 of the hidden places.
