Foster City is dredged out of Brewer Island and sold as a finished town

Brewer Island was diked bay marsh used for grazing and salt until the developer T. Jack Foster bought it in 1958 and had it filled and cut through with lagoons, so the whole city is engineered ground and its streets are laid out around water that was put there on purpose. The first residents moved in on 7 March 1964. It now carries a levee wall against the bay, an ordinary cost of building a town below the tideline.
