When federal policy broke reservations into individual parcels that could then be sold to outsiders, Red Lake's leaders refused to sign. The land is held in common by the band rather than in trust by the government, no part of it has ever been owned by a non-member, and it is one of the few closed reservations in the country, which is why its sovereignty is unusually intact.
