Cleveland was given three of the first housing projects the Public Works Administration authorised, and this one was begun in 1935 and finished in 1937 on a river hillside that drops eighty feet across the site. The architects fanned the row houses along a curving road to work with the slope rather than flatten it, and the design was studied well beyond Ohio. Eleanor Roosevelt came for the dedication.
That was 1 of the hidden places.
