Two thousand miles from Missouri, where emigrants filed their land claims, the first American city incorporated west of the Rockies. About one in ten who set out died on the way, mostly of disease. Oregon’s provisional government simultaneously barred Black settlers from the territory, a law on the books in some form until 1926.
