The St. Clair County extension of the MetroLink light rail was laid out in the early 1990s without a stop inside Emerson Park. Ceola Davis and the Emerson Park Development Corporation, a board made up of people who lived there, organised until the alignment was changed and a platform went in at 15th and Bowman. It opened on 5 May 2001, and the Jazz at Walter Circle apartments went up beside the tracks a decade later, billed as the first development in the country to combine federal public housing money with New Markets Tax Credits.
