Having watched cheap motels surround Disneyland, Walt bought 27,000 acres of swamp and cattle land through dummy companies with names like Ayefour and Latin-American Development, paying about $180 an acre. The state then granted him a district with the powers of a county government, including, on paper, the right to build a nuclear plant.
