The largest biomedical waste incinerator in the United States sits in a South Baltimore neighborhood whose zip code has ranked first in the country for toxic air releases. The operator pleaded guilty to 40 criminal violations for failing to dispose of waste properly and agreed to pay $1.75 million in state fines. Residents here have spent decades fighting the plants that surround them, and in 2016 a campaign led by students at Benjamin Franklin High School killed a separate proposal to build the nation's largest trash incinerator less than a mile from their classrooms.
