A Union supply depot became the third largest recruiting centre for Black troops in the country, about ten thousand enlisted, and enlistment was the only legal route to freedom in a slave state exempt from the Emancipation Proclamation. Their families followed and were expelled into the cold in November 1864. Over a hundred died, and the outcry pushed Congress toward freeing the wives and children of Black soldiers.
