Baltimore's Back River sewage plant failed so badly the state seized it

This is the largest wastewater plant in Maryland, permitted to discharge up to 180 million gallons a day into the Back River and owned by a city that mostly does not live next to it. In March 2022 the state ordered Baltimore to stop discharging illegally within 48 hours, and when that did not happen, directed the Maryland Environmental Service to take over operations, calling it a system wide catastrophic failure at every level. The city went to court to challenge the seizure. Blue Water Baltimore had already sued under the Clean Water Act.
