When Virginia left the Union the counties west of the mountains refused to go, met in a customs house in Wheeling, declared the state government vacant and elected their own. It is the only time an American state was made by seceding from a seceding state, and Lincoln signed it in 1863 while the war was still running. The building is preserved down to the chamber where they voted.
