The plan was a 54 mile ring under the Ellis County blackland, colliding protons at 20 TeV, far beyond anything built before or since. Boring started in 1991 under lab director Roy Schwitters. Congress killed the project in October 1993 after about 22.5 kilometres of tunnel had been dug and roughly two billion dollars spent, and the discovery work it was built for went to Europe instead. The shafts and buildings sat empty for years before a chemical company and later a data centre took over the surface site.
