A private prison company runs this facility on filled industrial land beside the port under contract to Immigration and Customs Enforcement, with capacity for around fifteen hundred people. Detainees have gone on hunger strike repeatedly over food, medical care and sanitation, and did so again during the pandemic. Washington passed a law in 2021 to bar privately operated detention in the state and the operator has fought it in court.
