Castro opened the port of Mariel and around 125,000 Cubans crossed in six months on anything that floated, most of them landing here where the Navy pier and the Coast Guard did the processing. Havana emptied some prisons and hospitals into the flotilla, a small fraction of the total, but enough to shape how every arrival was treated for years afterwards.
