The Hole, the New York streets nobody ever raised

When East New York, Ozone Park and Lindenwood were built up in the early twentieth century, city engineers lifted their streets several feet to meet the new sewer lines. These dozen blocks on the borough boundary were left at the old grade, about thirty feet below the neighborhoods around them and sitting on the water table, with no storm drains and septic tanks instead of sewers. The jewel named streets, Ruby, Emerald, Amber and Sapphire, flood in ordinary rain, and the city has started offering to buy the houses.
