A campaign against every segregated thing in the city at once, met by a police chief who had read King closely and gave the cameras nothing, no dogs, no hoses, arrests spread across county jails so the cells never overflowed. It ended without a clear win and was written up as a failure. What was learned here, about choosing one target and making the violence visible, is what made Birmingham work two years later.
