The city moved its penitentiary here from Welfare Island in the 1930s and grew the island from under 100 acres to more than 400 by hauling in ash and refuse, much of it shifted by prison labour. It sits in the East River, belongs politically to the Bronx, and is reached by one bridge from Queens. In October 2019 the City Council voted to shut the jails and replace them with four smaller borough facilities.
