Gibson was a city engineer who ran for mayor in 1966 and lost. He ran again in 1970, three years after the rebellion and with the sitting mayor, Hugh Addonizio, on trial for extortion, and won the June runoff. He took office at City Hall as the first Black mayor of any major city in the Northeast, served four terms to 1986, and in 1976 became the first Black president of the United States Conference of Mayors.
