Denver and Aurora both went after this unincorporated block of Arapahoe County in the early 1970s, Denver annexing east from Quebec Street and Aurora west from Havana. Colorado voters ended Denver's half of the race in 1974 with the Poundstone Amendment, which barred the city from annexing county land without a countywide vote. Aurora was under no such limit but stopped at Dayton Street in 1984. Almost 23,000 people now live in the leftover, governed by a county rather than either city.
