East Cleveland spends most of four decades in fiscal emergency

Ohio declared this suburb of 13,000 to be in fiscal emergency in 1988, and it stayed there until 2006. It went back in under a later administration in 2012 and never came out, the longest run of any community in the state. In February 2026 a judge appointed a receiver to take over the city's finances, the first time Ohio had used a new law allowing the attorney general to seek one.
