A chemical company buried 21,000 tons of waste in an unfinished canal and sold the land to the school board for a dollar. Two decades later the drums surfaced in gardens. Lois Gibbs, a housewife whose son fell ill, organised the neighbourhood and forced a federal emergency, and Congress created Superfund the following year.
