President Carter walked this block in October 1977 and the photographs of him standing in rubble made Charlotte Street the national shorthand for urban collapse. Reagan came in 1980 to argue that nothing had changed. In 1984 the Mid Bronx Desperadoes put up Charlotte Gardens, ninety suburban ranch houses with lawns and picket fences on the cleared lots, which is what stands there now.
