Baltimore bought out Wagner's Point and moved the whole neighborhood

A few hundred people lived on this spit of land hemmed in by chemical tanks, refineries and the city's own sewage plant, on ground named for a beef packing works that burned in 1913. By the late 1990s the city had concluded nobody should live there at all and offered to buy everyone out. Negotiations with the last 270 residents turned bitter and their representatives walked out of one session. The houses are gone and the tanks are still there.
