Jeffrey Dahmer killed seventeen men and boys, most of them Black or Asian, and most of the later ones in apartment 213 here. Police had returned one victim, fourteen-year-old Konerak Sinthasomphone, to him in 1991 after neighbours called. The officers were reinstated with back pay. The building was demolished in November 1992 at the families' request and the lot has stayed empty and fenced ever since, proposals for a memorial garden have all failed. There is nothing to see, which is the point.
