Davenport City Hall stands on West Fourth Street a couple of blocks up from the Mississippi, and the chamber inside takes the city zoning business as well as the council meetings. Through the summer of 2018 the city was working a rezoning off 53rd Street, six acres between Lorton Avenue and Fairhaven Street across from the Costco, filed as REZ18-08. The developers had teased that Portillo’s was interested in the ground, though no contract had been signed at the time, and the chain did open its first Iowa restaurant there in the end. At a hearing on that rezoning a resident took the microphone during public comment and talked about her own life rather than the item on the agenda. The camera is the city’s own, fixed on the podium, and the clip has been passed round ever since by accounts with no idea what city it is. The lectern is the giveaway: the seal on the front of it reads City of Davenport.
