Two riders meet and Tallahassee is the capital

Florida's government had been meeting alternately in St. Augustine and Pensacola, twenty days' travel apart. Two commissioners were sent to ride from each end and pick somewhere in the middle. They met at an abandoned Apalachee town on a hill and that was that. The old capitol with its striped awnings still stands in front of the tower that replaced it, kept deliberately.
That was 1 of the hidden places.
