Manuel Ellis, 33, died in police custody on 3 March 2020 after Tacoma officers punched, restrained and tasered him at this intersection. The sheriff's department first said Ellis had attacked a patrol car, but bystander video and witness statements collected by state prosecutors said the officers started it and that Ellis was not fighting back. Three officers were charged and acquitted, and the case pushed Washington to rewrite its rules on police use of force.
