Pasadena is put back under federal election supervision

Weeks after the Supreme Court released Texas from Voting Rights Act preclearance in 2013, Pasadena replaced two of its eight single member council districts with at large seats, erasing a Latino district in a city that had already become majority Hispanic. A federal judge ruled in January 2017 that the change was intentional discrimination, ordered the old map used for that May's election, and invoked Section 3 of the Act to put the city back under federal supervision until 2023. It was the first bail in of its kind after Shelby County v. Holder.
